sunday, january 20th, 2013. >> the supreme justice, sotomayor, administered the oath. right now, president obama and vice president biden are on their way to the national cemetery. this comes after the vice president was sworn in, and you can see the president and vice president have arrived to the ceremony. a number of dignitaries will head to the church and white house as well. chris is near the church with more of today's events. >> reporter: police have cordoned off m street in front of the pmetropolitan church, an

that's where the president and first family will be worshipping this morning before the ceremonial swearing in. we have people lining the room, and members are inside and people who have come as visitors are inside, and people here lining the route here to see the president coming by. you are from houston, texas. >> yes. >> reporter: why are you here? >> we want to see the president, the first black president of america. >> reporter: you were brought together here from a school? >> yes, audio international school. >> reporter: what other events will you try to do while you are here? >> the inauguration tomorrow and the jack and jill gala tonight. >> reporter: how are you? >> fine, how are you? >> reporter: you a big smile on your face. what are you hoping to witness? >> history.

wreath laying will be at the mlk memorial. president obama, his swearing in ceremony is just after "meet the press." now, a lot of people wondering what will the weather be like for the tperstive tease. >> and storm 4 meteorologist, chuck bell, joins us live with that. >> good morning, everybody, here in the nation's capital where we are waiting for the inauguration to take place, and chris is ready where i get to vote. temperatures in the mid-40s in the city, but there are cooler spots in the upper 30s. and 39 in ash burn, virginia, and 43 in culpepper. and winds are gusting 25 to 35 miles per hour out in the high spots north and west of town and our winds will continue to increase in and around the city

and trucks and buses that have some sor of clearance or reason to be on this part of pennsylvania, and as you can see the fencing has gone up now. they are working down there, and they already come up to where we are and they will make another pass perhaps on the other side of the sidewalk. you know what? this whole thing is good for business. these -- it's a local contractor with the fencing and bringing workers up from richmond and i am told a couple guys have never been to d.c., and they are working and getting a chance to see something that they have not seen before. this is in preparation for the inauguration. and i spoke with somebody from ddot, and they said parking restrictions have gone into place, and the restrictions will stay in place until after the inaugural, and tomorrow morning, early tomorrow morning, at 3:00 p.m., the 3rd street and memorial bridge will be among the major arteries to be closed to vehicular traffic, and pay

attention to the signage, and plan ahead. we are told you can go to ddot's website, that's godcgo.com. they have a rundown of the closures and places you can park and places you can't. >> thank you. metro is getting ready for the extra clouds this weekend. today metro will run on a normal weekend schedule with no track work so all trains are running, and tomorrow metro rail will run from 4:00 a.m. to 2:00 p.m., and peak fair will be in place much of the day, and tomorrow the smithsonian archives and mt. vernon stations will be closed all day. metro wants its riders to have a smart trip card to ride to avoid the lines at the kiosks.

a developing story this morning. algerian soldiers found the bodies of 25 people believed to be hostages in the plant where the standoff happened yesterday. this morning the state department is warning americans about traveling to nigeria citing credible threats of the kidnapping of westerners. the government says all 32 militants responsible for the standoff have been killed. today the dean of the national cathedral, reverend gary hall, will talk about stopping gun violence in the wake of the sandy tragedy.

extra security personnel are on their way to d.c. to help with the inauguration. 120 iowa national guard soldiers

headed a bus headed to d.c. yesterday and they will help with crowd control, and local law enforcement and the secret service tomorrow, and the soldiers say it's an honor to take part in the inauguration. and new today, metro transit police are swearing in officers across the country that will help them with security tomorrow. >> the new recruits are coming from as far as way from san francisco to secure the second inauguration of obama, and seth is near where that will be under way. >> reporter: metro says transit policing is a special type of police work and that's why they invited 150 police officers from all over the country to help them with the metro crowds, and even houston, and atlanta and some from our own backyard and all the officers had to exchange their badges from their home turf to a special inauguration badge they will be wearing tomorrow. they watched a special thank you

video from the president where he let them know how much he appreciates their hard work tomorrow, and they will be in training today to see how the system works and the emergency procedures. >> transit police something unique, and it's crowded and wur kpbg with customers, and that's what the officers will see. we believed it was important to bring in officers from other transit properties to assist us. >> reporter: now in 2009, a woman fell on to the tracks accidentally at the gallery place metro station and it was a houston transit officer that was able to get her to safety, and that's why metro reassures you should have no problems tomorrow despite the big crowds. >> seth, thank you. >> tons of preparations going on. >> you may have worries out there if you are hanging out at

the parade? >> steamy and toasty warm because you will be elbow to elbow with all of the friends and neighbors and countrymen, but when you get out of the subway be ready for a winter chill. temperatures will be in the upper 20s and low 30s. that will be a bundle-up factor for sure. you will stand outside for long sper periods of time without a lot of movement. so bundle up. we will see a gradual increase in cloud cover by later this afternoon, but on the whole i think you will find today to be a generally sunny day. temperature already 45 degrees at national airport, and winds for now are out of the southwest at 10 miles per hour, and a cold front, the leading edge of what we have been waiting on for a week now is going to be coming through here about midafternoon today and the wind will turn back to the northwest, and it

of tea to enjoy along the parade route, and bitter cold the rest of the week. >> dressing in layers could be hard for those women going to the ball tomorrow night. fighting for a spot in super bowl xlvii. this is the second straight year the ravens have gone to new england to battle the patriots for the afc championship. last year, baltimore lost. the winner of tonight's game will take on atlanta or san francisco in the super bowl two weeks from today. after eight long months caps will be able to rock the red. the home opener is on tuesday night against the winnipeg jets. the new coach apparently has a little bit more work to do with the team. the lightning broke a 3-3 tie in the third period scoring three unanswered goals and beating the capitals 6-3. it was not a good night for any of the d.c. sports teams.

the los angeles clippers defeated the wizards last night 94-87. john wall led in points. they will play the trail blazers tomorrow night. and st. louis cardinals legend musial. he played his entire 22-year career with the cardinals. over his career, he collected more than 3600 hits and was inducted into the hall of fame in 1969. baseball fans are paying their respect also to earl weaver, and the skipper spent his managerial career, and is the winningness manager in baltimore history and was inducted into the baseball

hall of fame in 1996, and he was known for his theatrical tantrums with umpires. there will be a wreath laying ceremony at the martin luther king national memorial to mark mlk day which is tomorrow. martin luther king iii, and al sharpton and vincent gray will be on hand for the ceremony that begins at noon. hundreds marched and rallied to keep king's dream alive in washington, and they gathered for the peace and freedom walk. besides honoring his legacy, speakers brought up d.c. voting rights in congress. once again, president obama is using the holiday to spread his message of helping others. the first family urged people to give back to their communities with the national day of service yesterday. the president and first lady

coming down to the parade route, and you see some of the fencing going up here. earlier the scene along pennsylvania avenue where there was a flury of activity, and street sweepers and fences, and clearing, and the no parking signs have gone up on the streets. a few minutes ago i saw an mvp d come by with three vehicles on it. now, they will get the closings under way in earnest tomorrow morning at about 3:00 p.m., and the third street tunnel memorial bridge among those streets that will be closed. you can go to a website, go dcgodc.com, and it can give amap and instructions about where you can park and can drive and can't drive. the people coming down are told to take metro because that will make it easier for you, however, as you can see, things are

the roads are blocked near the metropolitan ame church where president obama and vice president biden are said to be attending services this morning, and this is a few blocks away from the white house. we have more inauguration coverage coming straight ahead, but it's real exciting time as we saw chris gordon out there, and so many people lining the streets and they leaned in and saw him make his pass through there. >> a lot of people doing the same thing tomorrow. >> that's one of the cool things. i get to vote at that church and you have walk out that church and go down m street and look left, you see the white house. i like to go down and take a look at the white house and then go to the polling station and

vote on who i want to live there. the sun is shining and temperatures are not so january-like out there just yet, and we will be up near 50 degrees again today in what has been a warm january and a warm winter to boot. we are above average for january, but that is about to take a turn for the colder, my friends. on the city camera view, there's a veil of high cloudiness across the skies, and winds are temporarily out of the southwest at 10 miles per hour. southerly breezes out ahead of the cold air coming our way. and it's getting windy, and not much of waeupbd gust around the city just yet, and winds are gusting 25 to almost 40 miles per hour in western maryland and that's coming our way into the city today. winds will be gusting 20 to 30 miles per hour for this

afternoon so be ready for a blustery day today, though not cold. temperatures below zero in the upper midwest, and the ravens and patriots tonight, and relatively good weather in foxborough, and snow is coming tomorrow and the rest of the week if you are traveling back home or in that direction, and last of the mild weather today, and a cold front coming, and a chilly but not terribly cold start tomorrow, but the arctic air arrives as we go into the day on tuesday, and subtemperatures back on tuesday, wednesday and maybe thursday, and then noon tomorrow is when the swearing is going on downtown, and mid to late afternoon, could have a passing snowflake or two. not looking for any measurable snow, but could whiten the ground. breezy and mild today.

tonight, going into tomorrow morning, when you get out to head your way down to the mall, temperatures hovering down to the freezing mark, and they are getting near there. dress in warm layers tomorrow as temperatures will be in the low 30s, and during the swearing in ceremony, 11:00 to 1:00, when everybody is up onstage, temperatures around 40 degrees, and still a lot of clouds coming back into the picture and full cloud cover and maybe flurries by parade time, by about 5:00 or 6:00 in the afternoon, and it will get cold and stay cold all week long. the next big story after the cold might be a potential for some snow around here, thursday and friday, and all eyes on that.
